Synopsis
This book grows out of a concern each of us has come to feel, more and more intensely, about the way we Americans make foreign policy. In its initial conception, the book was to focus mainly on the damage done to our national interests by conflict within the U.S. executive branch, and specifically between the State Department and the White House staff. But the more we thought and talked about our problems, the more we found ourselves looking beyond the damaging battles within our bureaucracy to changes in Congress, in the press, in our elites and, above all, in the interplay between national politics and foreign policy.
